The basics

What Is E-Invoicing?

E-invoicing or electronic invoicing is the process of creating, issuing, receiving and processing invoices in a structured electronic format that allows information to be exchanged between businesses and tax authorities through approved systems. Unlike traditional paper invoices or PDF invoices sent by email, e-invoices contain structured data that can be automatically read and processed by accounting and business software.

E-invoicing helps businesses move towards a more efficient, transparent and digitally connected invoicing process while reducing manual paperwork and administrative errors.

The framework

UAE E-Invoicing Law and the Ministry of Finance Framework

Electronic invoicing in the UAE is governed by Ministerial Decision No. 243 of 2025 on the Electronic Invoicing System and Ministerial Decision No. 244 of 2025 on its implementation, both issued by the UAE Ministry of Finance and since amended. Administrative penalties are set out in Cabinet Decision No. 173 of 2026, which replaced Cabinet Decision No. 106 of 2025. Under this UAE e-invoicing law, invoices are exchanged through Accredited Service Providers (ASPs) using the Peppol standard, and invoice data is reported to the Federal Tax Authority (FTA).

E-Invoicing for SMEs and Small Businesses in the UAE

There is no size-based exemption from e-invoicing in the UAE. Small businesses and SMEs are in scope for their B2B and B2G transactions, but they have a later deadline: businesses with annual revenue below AED 50 million must appoint an ASP by 31 March 2027 and go live by 1 July 2027. Our e-invoicing support for SMEs in Dubai and across the UAE covers readiness checks, ASP selection, invoice data clean-up and staff training, scaled to the size of your business.

E-Invoicing for Non-Resident Businesses in the UAE

Where a business without a UAE place of residence is required to issue tax invoices under the UAE VAT law, those invoices must be issued as e-invoices. BAM Advisors helps non-resident businesses confirm whether they are in scope, which deadline applies and how to appoint and work with an ASP.

E-Invoice Archiving in the UAE

Every business in scope must keep its e-invoices, e-credit notes and associated data for the retention period set by the Tax Procedures Law, and be able to provide them to the FTA on request. Ministerial Decision No. 197 of 2026, in force from 1 October 2026, removed the earlier requirement to store this data inside the UAE. Storage can be handled by your ASP under contract, but your business remains legally responsible for the records.

FAQs

UAE E-Invoicing Questions, Answered

When does e-invoicing start in the UAE?

A pilot programme for a selected group of taxpayers started on 1 July 2026, and businesses can also adopt the system voluntarily from that date. Mandatory implementation starts on 1 January 2027 for businesses with annual revenue of AED 50 million or more, on 1 July 2027 for businesses below that threshold, and on 1 October 2027 for government entities.

What are the UAE e-invoicing deadlines?

Businesses with annual revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live by 1 January 2027. Businesses below AED 50 million must appoint an ASP by 31 March 2027 and go live by 1 July 2027. Government entities must implement by 1 October 2027. The Ministry of Finance has stated that the 1 January 2027 go-live date for large businesses remains unchanged.

Who needs to comply with e-invoicing in the UAE?

The rules apply to any person conducting business in the UAE for B2B and B2G transactions, unless a specific exclusion applies. This includes mainland and free zone companies, and both the issuer and the recipient of an invoice have obligations. Businesses dealing only with consumers (B2C) are outside the system until the Ministry sets a date.

What are the UAE e-invoicing requirements?

In-scope businesses must appoint an Accredited Service Provider, issue and receive invoices and credit notes in the required structured format with all mandatory data fields, report them to the FTA through the system, and retain e-invoices, credit notes and related data for the period set by the Tax Procedures Law. VAT-registered issuers must issue e-invoices within the timeline set by the UAE VAT law.

What is an Accredited Service Provider (ASP) in UAE e-invoicing?

An ASP is a service provider accredited by the UAE Ministry of Finance to create, validate, exchange and report e-invoices on behalf of businesses. Both the issuer and the recipient of an invoice must appoint an ASP, and the Ministry publishes the list of accredited providers on its website.

What are the penalties for e-invoicing non-compliance in the UAE?

Under Cabinet Decision No. 173 of 2026, which replaced Cabinet Decision No. 106 of 2025, failing to meet e-invoicing implementation obligations carries a penalty of AED 5,000 for the first violation and AED 5,000 for each month or part month it continues, capped at AED 50,000 in any 12 consecutive months. Separate penalties apply for failing to issue or send individual e-invoices and credit notes. Businesses that join voluntarily are not subject to these penalties.

Does e-invoicing apply to free zone companies?

Yes. There is no general exemption for free zone companies. Free zone businesses that carry out B2B or B2G transactions follow the same rules and the same revenue-based deadlines as mainland businesses.

Does e-invoicing apply to B2C transactions in the UAE?

No, not at this stage. B2C transactions are excluded from the Electronic Invoicing System, and businesses that deal only with consumers are not subject to it until the Ministry of Finance sets a date by a future decision.

What does e-invoicing integration involve in the UAE?

E-invoicing integration connects your ERP or accounting software to your Accredited Service Provider, so invoices and credit notes are created in the UAE's Peppol-based structured format and sent and reported automatically. It usually involves mapping mandatory data fields, configuring the connection with your ASP and testing before go-live. Businesses with low invoice volumes may instead issue e-invoices directly through their ASP's portal.

Who can help my company prepare for UAE e-invoicing?

An e-invoicing consultant can assess your readiness, help you select and onboard an ASP, prepare your invoice data, review VAT treatment and train your team. BAM Advisors offers these services end to end for businesses in Dubai and across the UAE.

How do I choose the best e-invoicing consultant in Dubai?

Look for a firm that understands both UAE VAT and the e-invoicing rules, stays independent when recommending an ASP, can work with your finance and IT teams, and offers support after go-live. Ask for a clear scope, timeline and fee before you start.

Do small businesses and SMEs need e-invoicing in the UAE?

Yes. There is no exemption based on business size. Small businesses and SMEs with annual revenue below AED 50 million must appoint an ASP by 31 March 2027 and implement e-invoicing by 1 July 2027 for their B2B and B2G transactions.

Does e-invoicing apply to non-resident businesses in the UAE?

Yes, in many cases. Where a non-resident business is required to issue tax invoices under the UAE VAT law, it must issue those invoices as e-invoices under the UAE Electronic Invoicing System.

What are the e-invoice archiving requirements in the UAE?

Businesses must retain all e-invoices, e-credit notes and associated data for the period set by the Tax Procedures Law and provide them to the FTA on request. Ministerial Decision No. 197 of 2026, in force from 1 October 2026, removed the earlier requirement to store e-invoice data inside the UAE. Archiving can be delegated to an ASP by contract, but the business remains responsible for compliance.
